In 1909, Landscape Architect George Kessler prepared a master plan for the City of Indianapolis. Willard Park was a major component of this plan for Indianapolis’ parkand greenway system. Over many years Willard Park has served a variety of different users. This master plan was initiated at the request of the neighborhood, to considerpossible improvements to revitalize the park and, in turn, the neighborhood.
